Dress for the second mile, not the first step. If you are comfortable standing at the door, you will be too warm ten minutes in. Start a little cold, keep your hands and ears covered, and let the run warm up the rest.
Usually, yes. They are made for outdoor miles and unheated garage sessions, and in a heated gym most people are more comfortable in an ordinary pair. Keep them for the days you train outside or in a room the heating does not reach.
